History
Fue un abogado, docente y diplomático argentino. Fue Presidente de la UNLP en el período octubre 1943-febrero 1945, reemplazando a Alfredo Lorenzo Palacios. En 1945 la UNLP fue intervenida, siendo Labougle Carranza reemplazado por Benjamín Villegas Basavilbaso. Entre 1946 y 1950 fue embajador argentino en Londres.
